Apparently the current discussion in the WS area is about the new SOAP Resource Representation header. I was also a member of the XMLP group (until I left Systinet) and I helped push for this new spec.
I agree with MNot's comments, this is nothing meant to binarize XML. XOP/MTOM can be used when a piece of binary data is a logical part of the data of the message for any reason (some applications just naturally use octet[] structures), but also when, for optimization reasons, something from the web is stapled to the message. The Representation header just makes the second usecase clear and explicit.
